partner paid money to get special treatment from larry reid. >> reporter: they had a good deal on the side of the old oakland army base. in 2009 it got approval to accept material. >> i was so concerned. >> reporter: he told us his business partner and owner paid a long time activist a thousand dollars a week to get the city's cooperation. >> reporter: what was the money for? >> so he could get whatever he wants from the city. >> reporter: how do you think he was doing that? >> because he had a connection. he had a connection with larry reid. >> reporter: according to the report he told a private investigator i heard him tell him he wanted to retire and he wanted $50,000 a year and he needed to figure out how he

would get the 50,000. >> that is false. i never had that conversation with anyone. >> reporter: today he acknowledged he paid him to open doors. he says he never broke the law. >> a thousands a week. paid my rent. ate. >> reporter: did you give it to city counsel members? larry reid? >> no. >> reporter: larry reid denied the allegations. we heard from him in the last 30 minutes. here is what he had to say. >> really mind-boggling that someone can say that because they are in a relationship with someone else that they paid me $50,000 because i wanted to retire. i never took a freakin' time. >> reporter: we are still gathering more reaction to the story and putting that together

baseball's handling on the request to move. >> so many aspects of land ownership and other influences indicate to us that we need to be in a downtown area. >> reporter: land ownership is a problem. >> reporter: today he ruled san jose made the move after the governor's deadline so the land goes back to the successor agency and must be sold with the money going to school districts. >> all of the agencies must get agree to the fact that the park is an important asset that would benefit all of them. >> he made that argument when he discussed the benefits of a ballpark. >> it is a regional impact.

it is sad when we don't look at it that way. >> the mayor believes the deal is valid and plans to work with the agencies to keep the drive alive. in san jose, robert handa, ktvu channel 2 news. homeowners in a neighborhood are free of an abandon house known for illegal dumping, drug dealing and squatters. >> neighbors say the property was a eye sore and had been abandon for 5 years. officers say since the owner refused to do anything about the property they obtained a court order to have the house depaulished and wells fargo -- demolished and wells fargo agreed to pay for it. >> we have to keep it as nice as possible. we have nice neighbors. you know, and we need a nice

neighborhood. why can't we have a nice neighborhood? >> now neighbors are hoping that property will be turned into affordable housing. directors will meet tuesday to decide if they will move forward with a plan to build a joint fire station. the parcel is priced at $1.5 million. the station would be operated jointly and serve the residents of orinda and lafayette. commissioner are now under deadline next week for a deposit. a vigil is getting started in san jose in honor of a young musician. ktvu's cara liu is live as friends and family remember. >> reporter: a lot of emotion out here. if you look at the park behind me where the group gathered. we are watching it grow very

quickly. dozens of family, friends, classmates, teachers and artists. we see a lot of hugs and tears at this vigil. a community organization that helped put this organization together. many are talking about the shock they feel after the 16- year-old student was killed by a train this week. friends and volunteers put together a mural and they plan to play his music. his mother said her son was a special person whose spirit will live on in his music. >> he was my baby. i just want him back. he was so amazing. >> we talked about his rising star musically, academically. you know, his homework bag is full of complete and neatly

organized notes. i mean, you know, they say nobody was perfect but he was as close as you get. >> the family wants to thank the community for all the support they have given. they say it means so much as they cope with a very devastating and unexpected loss. live in san jose, cara liu, ktvu channel 2 news. we know the name of a young man who was shot todeath in antioch. the -- to death in antioch. the contra costa county said he was killed before 12:30 p.m. yesterday afternoon when someone opened fire. investigators say they are still searching for the gunman. no arrests have been made. this was their second homicide this year. man who was shot at by police is in jail tonight. a judge today denied a request to have the defendant sent to a

rehab facility instead of jail. he clipped a police cruiser. he wasn't hit. a hearing is set for april 10. >> police were on the campus of a high school today after someone posted a threatening message on facebook. officers greeted students this morning. officials contacted police when they saw the most on a facebook page. police are not releasing details about the threat but say it targeted people on campus. >> we can arrest them for criminal threats or making death threats and there is additional charges that have to do with the school. >> police will have officers on campus till the source of the threat is found. the city of san francisco has come up with a plan to deal

with public drunkenness. repeat offenders will be arrested ask thrown into -- and thrown into jail and give an choice of jail or a trip to rehab. san diego launched a similar program. san francisco's program could begin this may. the department hit two bars with suspension notices, meaning they could no longer sell alcohol. the employees had customers buy them alcoholic beverages which is illegal and the stop and save is suspended for two violations for alcohol sales to minors. they were scheduled to perform at new york's carnying haul today instead musicians played on the sidewalk today. the reason, a wage dispute.

[ music playing ] >> the musicians strike is in its second week for wages and benefits. and no new negotiations are scheduled. talks broke down when the health plan was discussed. now a work shop is at risk of being canceled. new report says the state's teacher pension fund is facing a $70 billion short fall. the pension fund will be broke by 2044 if the state doesn't do something soon. >> teachers earned the benefit and they will be paid the benefit. the question is how expensive will it be to do that. >> the lao is recommending lawmakers add $5 billion a year to the fund on top of the 6 billion that goes into it now and the sooner the better

the u.s. supreme court takes up prop 8 and same-sex marriage in 5 days. we talked with the couple who are at the center of the lawsuit. they are one of two couples who are plaintiffs in the biggest civil rights cases. on tuesday the u.s. supreme court will hear arguments and whether proposition 8 is unconstitutional. >> for a family, it is an important struggle and there has been sacrifice and at the same time it has been -- it is a huge honor. >> they will travel to washington, d.c. for the arguments and their twin sons will join them in the
